Eight Resolutions Adopted to Advance Data Interoperability and Smart Government

The Government Electronic Interoperability Taskforce has adopted eight resolutions aimed at strengthening cross-government data exchange, enabling more efficient digital public services, and advancing data-driven governance and smart government.

The 97th meeting of the Government Electronic Interoperability Taskforce was held on September 22, 2026, with a focus on facilitating secure and structured access to public-sector data and services and strengthening interoperability among government institutions and other authorized entities.
The resolutions adopted at the meeting provide for access to a wide range of government data and services, covering areas such as identity verification, civil and corporate registration, business licensing, energy services, insurance information, educational records, and government personnel data.
As part of efforts to support energy management and address energy imbalances, the Taskforce approved a measure under which the National Iranian Gas Company will provide the Optimization and Strategic Energy Management Organization with access to subscribers’ latest billing information. The service is intended to support the development of infrastructure for energy-quota-based bill payment and the implementation of an energy management wallet.
In the area of health insurance coverage, the meeting approved a data-exchange mechanism between the Iran Health Insurance Organization and the Ministry of Cooperatives, Labour and Social Welfare. The mechanism will support the identification of uninsured individuals, determination of income deciles, and provision of health insurance coverage, in line with the relevant provisions of the Seventh National Development Plan.
The Taskforce also approved the provision of an academic-status verification service by the Student Affairs Organization to the Imam Khomeini Relief Foundation, supporting the Foundation’s programs for students under its coverage.
In the energy sector, the meeting approved a number of data services designed to support the optimization of processes associated with renewable power plants operating in the Energy Exchange, as well as the exchange of information on trade registration and foreign-currency allocation for licensed solar and thermal power generation projects.
Another key area addressed by the meeting was the advancement of data-driven governance and smart government. Under the relevant resolution, a number of employment and personnel-related data services—including information on employee payments, organizational positions, employment status and personnel orders—will be made available to eligible government and non-government applicants through two-factor authentication mechanisms.
The meeting further approved arrangements for the exchange of information between the Social Security Organization and the Technical and Vocational Training Organization to support the implementation of statutory requirements concerning technical and vocational training.
In the field of handicrafts, the Taskforce also approved the provision of transaction-related data to the Ministry of Cultural Heritage, Tourism and Handicrafts by the Central Bank of Iran, supporting the implementation of relevant regulatory requirements and the monitoring of transactions associated with licensed handicraft businesses.
The resolutions adopted at the 97th meeting underscore the Government’s continued efforts to strengthen data interoperability, streamline administrative processes, facilitate secure and efficient access to public-sector information, and accelerate the transition toward data-driven governance and integrated digital public services.
