In alignment with the national strategies for digital government and intelligent service delivery processes in the Islamic Republic of Iran, the National Business license Portal, overseen by the Ministry of Economic Affairs and Finance, was established and launched officially in 2022. This innovative platform is designed to streamline and regulate business permit issuing.

The National Business license Portal addresses identified challenges and risks, prevents redundant processes and conflicting responsibilities among executive bodies, and is founded on overarching (high-level) policies and laws.

 It serves as the sole official site for announcing business licensing conditions and issuance of permits. making it essential for business owners to understand how to navigate and use the site.

The portal provides an online user-friendly interface where guides for obtaining business permits are available. These guides detail the conditions, required documents, issuing authorities, costs, and processing times for each type of license, all presented clearly and simply.

A simple search empowers every aspiring entrepreneur to effortlessly locate the necessary license guide, ensuring a smooth business launch.

  • Central Authority: Provides information about the legal bodies responsible for issuing business licenses.
  • Ease of Licensing: Details the necessary documents, timelines, costs, and conditions for obtaining licenses, making the process more straightforward and accessible.
  • Applicant Registration: Allows individuals and companies seeking business licenses to register, guiding them to the appropriate resources.
  • Support and Monitoring: Provides ongoing support to applicants throughout the licensing process and takes action if licenses are unjustifiably withheld.

Key Tangible Achievements of the Portal Include:

  • Revision and inspection of the conditions and details for issuing 1,758 institutional permits.
  • Consolidation of over 30,000 professional categories into 2,894 titles nationally.
  • Redesign of the National license Portal at Mojavez.ir.
  • Accessibility of 4,652 institutional and professional license guidelines to the public.
  • Integration of 120 specialized issuing portals with the national portal.
  • Establishment of a seamless request submission and referral system that extends to the issuance or denial of licenses.
  • Systematic monitoring of license issuance times and the reasons for any non-issuance.
  • Conducting 17 basic and online verifications, eliminating the need for paper documents and in-person visits, covering areas such as identity verification (for individuals, legal entities, and foreigners), criminal background checks, regular tax payment certification (per Article 186 of the Tax Law), military service, educational credentials, health certificates for specific professions, veteran status, and address verification.
  • Provision of a unique, searchable ID for each issued license.
  • Launch of a database providing public access to information on economic operators.
  • Setup for instant issuance of licenses for home-based businesses, guest house operations, and fishing and hunting activities.
  • Application of a complaint’s subsystem for applicants.
  • Issuance of unique IDs for all historical licenses and their inclusion in the business information database.
