Iran's E-Government Interoperability Working Group Approves Eight New Resolutions on Inter-Agency Data Sharing

Iran's E-Government Interoperability Working Group has approved and issued eight resolutions governing the transfer and sharing of inquiry services among ministries, agencies, banks and municipalities nationwide. The measures range from broad access to identity and insurance verification services to data exchanges covering power plants, education, housing and the national population and housing census.

According to Secretariatof Information Technology Executive Council, the latest sessions of the E-Government Interoperability Working Group approved eight resolutions aimed at streamlining electronic service delivery and reducing administrative bureaucracy. Under these resolutions, dozens of executive bodies — including banks, municipalities, ministries and specialized organizations — will gain access to a wide range of inquiry services drawn from other agencies' databases. Details of each resolution are as follows:

Resolution 1: Broad Rollout of Inquiry Services Across Government Bodies

Under the first resolution, a long list of bodies — including all banks with independent health insurance schemes, the Arvand Free Zone Organization, the Iranian Association of Certified Public Accountants, the Judiciary, the Ministry of Culture and Islamic Guidance, the Red Crescent Society, the Innovation and Prosperity Fund, the Imam Khomeini Relief Committee, the Ministry of Energy, the State Organization for Inspection of Enforcement, the Ministry of Petroleum, the Ministry of Agriculture Jihad, the Ministry of Science, the Food and Drug Organization, the Ports and Maritime Organization, the National Land and Housing Organization, the Friday Prayer Leaders' Policy Council, the Construction Engineering Organization, the Notaries and Registry Clerks Association, and all municipalities with electronic service platforms — were authorized to use dozens of inquiry services from agencies such as the Civil Registration Organization, the Social Security Organization, the Deeds and Properties Registration Organization, the Students Affairs Organization, the Central Bank, and the police identification authority (FARAJA).

The same resolution notes that, given the broad demand for four particular services — social security insurance history inquiry, tax declaration verification, academic degree verification, and postal address inquiry — these four services will be provided directly to all applicants by the working group's secretariat.

Resolution 2: Building-Permit Verification for Utility Connections

Under the second resolution, at the request of the Ministry of Energy, Tehran Municipality was required to provide two inquiry services to the ministry: first, a service verifying the authenticity of a building permit using its number and issue date, and second, a service providing detailed permit information, including the number of floors, number and size of units, and other building specifications. The aim is to match the number of utility connections granted to the number of units authorized under each building permit.

Resolution 3: Real-Time Tracking of Power-Sector Licensing Progress

Under the third resolution, at the request of the Ministry of Industry, Mines and Trade, the Ministry of Energy was required to provide a service tracking the "progress rate of electricity licenses." The service supplies data such as license type and status, issuance and validity dates, power plant capacity, activity type, and the physical progress percentage of projects.

Resolution 4: Power Plant Fuel Data Shared with National Oil Products Distribution Company

Under the fourth resolution, at the request of the National Iranian Oil Products Distribution Company, the Ministry of Energy was required to provide a comprehensive "power plant fuel information" service. This service includes detailed data on fuel type, gross and net energy output, fuel delivered and consumed, total and usable inventory, and intake capacity for each power plant, along with comparisons to the same period in the previous year.

Resolution 5: Inquiry Service for Insured Persons' Service-Credit Concessions

Under the fifth resolution, at the request of the Social Security Organization, the Civil Servants Pension Fund was required to provide an inquiry service on "insured persons' service-credit concessions." The service's output includes approval certificate status, years of credited service, disability and veteran-status percentages, and whether the individual is covered by the Civil Service Management Law.

Resolution 6: Student Status Verification for Direct Tax Law Enforcement

Under the sixth resolution, at the request of the Ministry of Roads and Urban Development and in implementation of the Direct Taxes Act, the Students Affairs Organization was required to provide a service verifying students' academic status. The output includes whether the student is currently enrolled, the city where they study, whether they use dormitory housing, and the type of university (public or private).

Resolution 7: Identifying High-Income Households for Cash Subsidy Removal

Under the seventh resolution, at the request of the Ministry of Cooperatives, Labor and Social Welfare and pursuant to national development and family-support legislation, the Ministry of Roads and Urban Development was required to provide two services: an inquiry on individuals' place of residence (including location, urban or rural status, and ownership or tenancy status), and a service providing rental contract information (including deposit and rent amounts and contract status). The stated purpose is to identify and remove cash subsidies for high-income households. Under the resolution, the first phase of data exchange will be conducted in bulk, with a web-service-based exchange to follow.

Resolution 8: Data Exchange for the National Population and Housing Census

Under the eighth resolution, in implementation of the presidential directive on the national population and housing census, it was decided that data from the National Identity Database, the Real Estate and Housing Information Database, the National Location-Based Addressing System, and foreign national records held by the Ministry of Interior will be provided — under a confidential classification — to the Statistical Center of Iran. The stated goal is to carry out a registry-based census and unify the country's statistical system under the Permanent Provisions of Development Plans Act.
