He continued: "This is the basis on which we can talk about and see why the share of the digital economy of some countries is 35% of GDP, some 25%, and the average of the world is 15.6%, but Iran is 7%. While during the various years when the development programs were implemented, we saw an average growth of 19% in the field of information and communication technology.

Bagheri Asal explained about the types of data: "If we examine data governance from a legal perspective, either the data is national, or it is data that creates ownership, such as NFT, or it is a person that is subject to data protection laws that relate to the data subject. or are classified data. Finally, there are free data, some of which are demand-based or Data Set of different countries that exist everywhere. For example, in Iran there is a system of free access to information.

The Deputy Minister of Communications also said about the challenges of the data field: "Sometimes there is no data. The government, parliament, business, etc. need data, but data has not been created. "No one dares to ask, because the company that is next to it is probably affiliated with the security departments."

He added: "In some cases, there is data, but it has poor quality and structure. For example, in the case of integrity document registration data, these data have been collected in data sets that only one organization is in charge of, but they are not of good quality. Sometimes privacy data is mixed with KYC data and sometimes with executive device data. On the other hand, the relevant custodians and businesses expect to be able to share this data with each other or use other people's data, but the reality is that we need data protection law to share data.

The Deputy Chairman of the Digital Economy Strategic Commission also said: "Conflicts of interest are rampant in data, which are either structural or legal or ultra-structural and legal. The registration of customs declaration information in the world is done by customs, which is stated in the law of 1994. On the other hand, the Law on Combating Goods and Currency Smuggling has said that all processes should go to the Comprehensive Trade System. This legal conflict has caused the comprehensive trading system to still face data weakness.

He also said about the conflict of interest: We have found 17-18 legal conflicts of interest that the parliament should help solve. These legal conflicts and vested interests hinder the growth of the digital economy in order to maintain the dedicated budgets of a series of devices.

Seyed Mojtabi Ahmadnia, Director of Creative House and Innovation Center of the Legislature, said in this meeting: "A period of using the private sector for the governance system was recommended, but in the current era, it has become necessary and obligatory." For example, there is a cost-benefit perspective in accessing data. Or that there is access to information with some kind of inconsistency in this area. Among other problems, it can be mentioned that part of the information is available to the private sector, but it is not organized.

He continued: One of the other challenges is the government-oriented view of data. The government generally has a desire to take over and it prevents synergy. Non-registration of standard data and lack of necessary quality for governance is another challenge.

Mojtaba Tawanger, Member of Parliament and Chairman of the Digital Economy Working Group, was also one of the people present in this panel, who said: The first step is for data governance in the Parliament. The National Data and Information Law was approved in this regard, and we need to see its next steps. Protection and protection of personal data is the next link that both the previous government and the new government said this plan could be richer. This matter was decided to be finalized and it is currently being investigated in the digital economy working group of the government.

Twanger also said: "In the Law of Durability, we looked for the public property of calculating the data. "Many executive bodies thought that the data was their paternal inheritance and should not be given to others."

Ali Asghar Qaemi, the adviser to the speaker of the parliament on information technology affairs, also said in this event: "Our biggest shortcoming is that since the beginning of the establishment of the National Council, more than 12 thousand articles of law have been written in this institution. In some cases, these laws have a sense of accumulation, interference, and confluence, so they must be revised."

He added: "Our most important task is to convince the sector that uses the data, that this has started in the field of technical issues of the parliament."

Ghaemi continued: "In the field of supervision, the traditional rule is that an important issue is recognized and the parliament wants to supervise it. Here too, intelligence tools can help to make evidence-based decisions. An important part of the decisions of the parliament is based on the memory, knowledge and bias of people, not based on evidence. because the parliament does not have online access to the databases of the devices."

He also said: "The main point of exchange and cooperation between the government and the parliament is the information exchange center. Many devices are not structured around data management. "One of the other big weaknesses of this field is the lack of clean data."

Ehsan Keshtgari, a member of the Executive Board of the Information Technology Organization, also stated in this meeting: "The ultimate goal is to separate the area of policy and action. When data is collected in a silo way, it has no value and must be collected in a stream.

He also said: "We are facing an inflation of systems that do not exchange information with each other. Organizations have one system for each person in the organization. We have to break the system into services."

A member of the executive board of the Information Technology Organization said: "Let's provide the systems and data to the private sector in order to leave the executive and action to the private sector. This entire space fits into the context of the government as a platform."
