The charter for the Executive Council of Information Technology was approved on May 1, 2016, based on a decision by the Cabinet of Ministers in their session on November 17, 2019. This approval was based on proposal No. 1/10215, referencing Clause (c) of Article (4) of the Law on Obligations and Powers of the Ministry of Communications and Information Technology, enacted in 2003, and the Note to Article (2) of the twenty-eighth session of the Supreme Council of Cyberspace on April 2, 2016.
The Council aims to define executive policies in information technology to develop and establish e-government. It seeks to set the foundation for expanding the applications of information and communication technology nationwide and various development programs, all within the framework of the Islamic Republic macro policies, the resolutions of the Supreme Council of Cyberspace, and relevant laws.
The Minister of Communications and Information Technology will announce the council's decisions upon the President's approval and oversee their proper implementation. The council's decisions will align with the state's general policies, the resolutions of the Supreme Council of Cyberspace, and within the framework of laws and regulations.
The council's secretariat will be established within the approved organizational structure of the Ministry of Communications and Information Technology, and its secretary will be appointed by the President based on the proposal from the Minister of Communications and Information Technology.
The council must meet at least once every three months. Meetings will be considered official with the presence of two-thirds of its members. The group's resolutions will be unactable with a majority vote of those present at the meeting.
